Oakland Mayor Jean Quan announced Monday that the city will hire back 10 of the 80 police officers laid off last July after negotiations between the city and police union failed.

Quan also said she will find the money to improve the department’s patrol cars, radios and computers.

The announcement comes after complaints from the police association that the city isn’t adequately funding the department. Last Wednesday Oakland Police officers engaged in a high-speed chase with suspected gunmen that ended when the vehicle crashed near the Oakland Coliseum. Officers involved in the incident said they were unable to clearly communicate with dispatch because the system was malfunctioning."

Boosted by gains in consumer spending and overseas sales, the U.S. economy grew 2.9 percent last year to represent the biggest gain since 2005.

In 2010, the economy produced a record $13.38 trillion worth of goods and services, according to a report released Friday by the Commerce Department.

While the growth did not occur fast enough to ease unemployment, economists remain hopeful that 2011 will be a turning point.

'I expect the economy to grow some more this year,' said Paul Kasriel, Northern Trust's chief economist. 'This should drive unemployment down to about 8.5 percent by the end of this year."
